Existing City of Tracy Sustainability Programs and Efforts

Services Provided to the Community

Rebate Programs

  • High Efficiency Washing Machine (HEWM).  $50 rebate in conjunction with PG &E rebate if resident purchases and installs a qualified HEWM which uses about a third of the amount of water in less efficient models.
  • Ultra Low Flush Toilet (ULFT).  Pre - 1994 homes receive up to $125 per toilet.

Education Programs

  • Recycling presentations are given on a request basis to schools within the Tracy City limits.
  • Waste Reduction Grants for Non-profits and schools.

Energy

  • WWTP is installing variable frequency drives for the Patterson Pass booster station which will save the City approximately 123,000 kilowatt hours, $14,700 per year, and generate a rebate through PG&E of approximately $11,000.
  • PG&E and WWTP is currently working on a methane capture project.  Take the methane gas from the plant and use it to power the boilers on sight wihich will elimate all natural gas from the boilers.  This will also elimante the need to flare the methane gases.  This is also offered through PG&E's rebate program.

Water

  • Water conservation practices are observed.   90% of all automated irrigation systems are controlled by a computer driven central control system which operates using evapotransperation rates derived from a local weather station located in the City’s corporation yard.  The other 10% are stand alone irrigation controllers.

City Hall Successes

  • Uses 100% recycled white paper and prints double sided.
  • Machines set on energy-saving modes where available.
  • Purchases or utilizes in-house refurbished signs.
  • Using recycled paint for graffiti abatement and for painting offices.
  • Used recycled asphalt composed of recycled tires for large Capital Improvement Projects. The City received a grant in 2008 in the amount of $83,400 from the California Integrated Waste Management Board promoting the use of rubberized asphalt (RAC, made with recycled tires) for designated areas in Tracy.  Estimated to use 4,236 tons of RAC for this project.
  • Received a grant in the amount of $144,000 for a rubberized chip seal project for different parts of Tracy.
  • City staff encourages the development community to “go green." Without a mandatory standard, this has limited success. The Red Maple Village Center is our best example to date with core and shell certified LEED Gold. Other development that achieved LEED standards include Home Depot Distribution and Crate & Barrel Distribution.
  • CEQA can be effective through the Global Warming analyses that are being debated and discussed throughout the State. Some jurisdictions take the approach that is impossible to quantify or identify cumulatively considerable impacts. Mitigation, nonetheless, can be developed.

Residents and businesses of Tracy may drop off extra waste and recyclables for a fee. This facility also sells compost made from Green waste received from the curbside yard and garden program, individuals, landscapers and the agricultural community.
